The Conference "Financial Technologies and Law: Shaping Priorities" was held in Moscow

On April 19, 2018 Moscow hosted the conference "Financial Technologies and Law: Shaping Priorities" organized by the St. Petersburg International Legal Forum with the support of the Federal Financial Monitoring Service.

State Secretary P. Livadnyy, the deputy director of Federal Financial Monitoring Service (Rosfinmonitoring) as a moderator opened the plenary session of the conference. He highlighted the pressing issues of the legal regulation of new financial technologies and the need to establish proper public control in this area with due regard to the risks of using "fintech" innovation opportunities, including for the purpose of legalization (laundering) of criminal proceeds.

"Though the issue of all-round legal regulation of financial technologies is among the top priority issues: whether it is a question of smart contracts, cryptocurrencies, blockchain technology, or, in the whole, financial digital entities that are not shaped up in the real world, but in the same time have a real value, we cannot yet talk and decide on a single strategy of legal regulation in this area ...", P. Livadny said.

Among the conference speakers were the following prominent figures: Advisor to the President of the Russian Federation G. Klimenko, Deputy Minister of Justice of the Russian Federation D. Novak, Deputy Chairman of the Investigative Committee of the Russian Federation A. Fedorov , Director of the Legal Department of the Central Bank of the Russian Federation A. Guznov , Director of the Financial Policy Department of the Ministry of Finance of the Russian Federation   Y. Pureskina, Deputy Director of the Institute of Legislation and Comparative Law at the Government of Russian Federation N. Chernogor and many others.

Representatives from the Ministry of Justice of Russia, Ministry of Finance of Russia, Accounts Chamber of the Russian Federation, the Investigative Committee of the Russian Federation, and Bank of Russia took part in the conference.

The panel discussions were attended by the speakers of the private sector, including MOEX, NP NPC; representatives of the leading scientific organizations (MSU, MGIMO under the Russian Foreign Ministry, Higher School of Economics, ISISP, Academy of the Investigative Committee of the Russian Federation, University of the Prosecutor's Office of the Russian Federation).
